The Snow Tank is very similar to the Sniper as it will aim at you with a laser guide and then shoot. However, the Snow Tank's laser is fixed at an angle and doesn't follow the player. The three main differences between these enemies is that the Snow Tank shoots its bullets in a V-pattern, creates two explosions and four small explosions on death after a short delay as opposed to one, and has a lot more health than a Sniper.
Beware, the Snow Tank's shot and bullet speed is very fast and not even Eyes' telekinesis ability (even with the Throne Butt mutation) work effectively on these bullets. When facing a Snow Tank, always be out of its laser sight, or be ready to reflect bullets.
